Florida Third Grade Retention Policy
The Law
Under Florida Statute 1008.25, students in third grade who score Level 1 on the statewide ELA assessment may not be promoted to fourth grade.
Assessment Pathway
- FAST PM3 (Spring) is the primary measure
- Students have additional opportunities in summer
- Multiple assessments can demonstrate proficiency
Good Cause Exemptions
Students may be promoted despite Level 1 if they qualify for a Good Cause Exemption:
- ELL Students - Less than 2 years in ESOL program
- Students with Disabilities - If IEP indicates testing not appropriate + intensive remediation provided
- Demonstrated Proficiency - On alternative assessment approved by State Board
- Twice Retained - Already retained in K-3 for two years + intensive remediation
- Demonstrated Reading - Student portfolio shows proficiency
- Students with Disabilities (IEP) - Received intensive remediation for 2+ years but still deficient
Intensive Reading Requirements
Students retained must receive: - Intensive reading instruction - A different instructional approach than previous year - Supplemental tutoring (before/after school, summer) - Highly effective reading teacher - Progress monitoring
Parent Rights
- Notification of retention possibility early
- Information about Good Cause Exemptions
- Can request re-evaluation
- Must be informed of intensive reading support
Teacher's Role
- Identify struggling readers early
- Provide intensive intervention throughout year
- Document interventions and progress
- Communicate with families regularly
- Participate in retention decisions
- Support retained students appropriately

- Focus on growth, not failure
- Intensive, different instruction
